How Employers Can Tackle Epidemics and Pandemics Using Data Analytics
Presented by John Robinson, MD, SM
Epidemics and pandemics have produced many challenges for employers recently.  In this presentation, we will explore how data analytics can be used to review employee data from a population health perspective.  For example in the opioid epidemic, you will learn about using this approach to identify employees in need and then developing a targeted approach to reach them.  For the COVID-19 pandemic, we used data analytics to focus on risk stratifying the population to identify those employees who were at high risk from COVID-19. Then we followed up by contacting them using our Case Management nurses to provide education about preventive interventions to avoid contracting COVID-19. Outcomes of these interventions will be reviewed.

The State of Specialty Pharmacy and Market Trends
Presented by Craig Riccardo, PharmD, MSCS and Kate Jelline, PharmD, CSP, MSCS
Specialty medications and spend has accelerated at a double-digit pace over the past five years. With an increased focus on the patient journey in the healthcare continuum, providers and stakeholder are putting a greater emphasis on implementing a specialty pharmacy strategy. This presentation will discuss the current state of specialty pharmacy along with the most significant market trends to look for.

Youth Crisis and Transition Services – A Collaborative Response to the Psychiatric Crisis of Youth and Families
Presented by Julie Magers

Navigating barriers to accessing health care services is a major challenge for patients, especially when needed services are related to mental health care.  We will highlight how members experience accessing their insurance benefits, including gaps between covered benefits and needed services.  We will then review efforts made legislatively and programmatically to improve access to mental health services and look in detail at the Crisis and Transition Services (CATS) program as a model being implemented to address gaps in coverage and crisis services.

Breaking the Silence to Improve Behavioral Health Conditions
Presented by Dan Jolivet, Ph.D.
Jobs and their essential functions are typically designed for workers in optimal health, but not all workers show up that way. Millions of Americans struggle with mental health and substance use (alcohol or drug) conditions, but often don’t get the proper treatment or support they need. Since these behavioral health conditions are becoming increasingly common, employers benefit when they are prepared and knowledgeable about them. Knowledgeable employers can identify and discuss solutions with employees that lead to better work performance. Prepared employers can help their supervisors respond appropriately when needed; support employees to perform at their best; and maintain compliance with appropriate regulations. 

Behavioral health conditions typically progress through five stages. This session will describe the predictable sequence of impacts and events that occur as symptoms emerge and provide a map for supervisors whose employees are experiencing behavioral health conditions. 

Disability carriers can provide employers specific services and tactics to address these challenges. Disability carriers employ licensed professionals to assist with identifying appropriate accommodation options for limitations & restrictions related to behavioral health conditions, and to support companies as they implement programs to address specific challenges they face supporting employee mental wellbeing.

Moving Toward Greater Transparency in Health Insurance and Health Costs
Presented by Dave Nessler-Cass
This session focuses on an important area of policy to both state and federal policymakers: transparency. We will review several recently enacted requirements that aim to help consumers gain access to information about both the cost of health services and their own records. These new requirements build on smaller changes made over the past few years and will make available large amounts of data to both individual consumers and the public at large. New transparency requirements will significantly affect health insurers and could lead to bigger changes in the healthcare system over the long term.

Dr. John Robinson received his Bachelor’s degree from Gonzaga University, his MD degree from the Univ. of Utah, and his Master’s degree from Harvard School of Public Health.  He is board certified in Family Medicine.  Dr. Robinson is an adjunct faculty member at Gonzaga University and has taught courses in the MBA program at the Graduate School of Business.  In 2011 he was appointed by the Governor of the State of Washington to be one of the original members of the Bree Collaborative in which public and private health care stakeholders can work together to improve quality, health outcomes, and cost effectiveness of care in Washington State. In 2019 and 2020 Fierce Healthcare and Fast Company published articles about his work concerning prescription opioid use reports for self-insured employers.

Kate Jelline is Director of pharmacy operations and clinical services at Ardon Health Specialty Pharmacy. She also serves as Pharmacist in Charge and guides the organization’s quality initiatives. Kate’s primary focus is ensuring that each patient receives best in class care. She is responsible for all dispensing activity and ensuring compliance with regulation and accreditation bodies. Additionally, she plays a vital role in the development and management of manufacturer and clinical programs. Prior to joining Ardon, Kate was a clinical pharmacist for Walgreens Specialty Pharmacy, where she worked with the clinical program team to evaluate and update disease-specific programs. Before shifting her professional focus to the practice of specialty pharmacy, Kate spent several years working in community pharmacy management. Kate received her Doctor of Pharmacy degree from Oregon State University and is a Certified Specialty Pharmacist as well as a Multiple Sclerosis Certified Specialist. 

Craig Riccardo is Lead Clinical Programs and Outcomes pharmacist at Ardon Health Specialty Pharmacy. Aside from practicing as a Clinical Pharmacist, Craig develops evidence-based disease-specific clinical programs and educational materials to improve outcomes by supporting the patients through their treatment journey. Craig earned his Doctor of Pharmacy degree from the University of Wisconsin-Madison and furthered his expertise with a specialty pharmacy residency at Ardon Health and advanced credentialing as a Multiple Sclerosis Certified Specialist. 

 

Julie Magers works in the Child and Adolescent Psychiatry Division at OHSU, striving to improve care for youth and families experiencing mental and behavioral health crisis.  She is part of OHSU’s Outcomes and Technical Assistance Team for the Crisis and Transition Services (CATS) program and is President of the Oregon Family Workforce Association, which serves to unify and advance the family peer support profession. Julie was instrumental in the development of break-through mental health laws in Oregon that address transitions of care from hospital crisis settings to community-based treatment and person-centered supports.  She was a member of the multi-stakeholder group that created Oregon’s first Youth Suicide Intervention and Prevention Plan in 2015 and is now a member of the Alliance to Prevent Suicide, which oversees the plan’s implementation.  Awards include the SAMHSA Voice Award (2016) and the OCCAP Advocate of the Year Award (2017) for her high-profile work in elevating the voice of families and empowering effective advocacy for their loved ones’ safe and fair treatment. 

Dan Jolivet is the workplace possibilities practice consultant at The Standard, where he provides leadership, analysis, and consultative insights into the workplace possibilities service line. He provides specialized focus on behavioral health, stay at work, return to work, ADAAA services, health management integration, and other related employer solutions. He is a clinical psychologist licensed in Georgia and Oregon, and he has worked in behavioral health since 1980. He joined The Standard in 2016 as the Behavioral Health Director.  Prior to joining The Standard, Dan worked in managed behavioral health care organizations for 20 years in a variety of management roles and was in clinical practice as a child psychologist until 2003.

Cindy Free - Over her career and working with amazing small to mid-sized clients in every imaginable HR function, Cindy has developed quite a tool-box for Human Resources, including the areas of compliance, benefits strategy and administration, recruitment, hiring, training, retention, employee engagement, team building, safety, performance, risk-management, strategic planning, as well as helping assist with highly-escalated employee relations scenarios.

HR Annie takes a compliance, culture, industry best-practice approach to working with their clients to find reasonable, logical and tailored processes specific to their organizations.

Cindy has conducted multiple trainings and workshops both for internal client organizations as well as public organizations such as Portland State University, chamber and networking groups, business alliances, and more. HR Annie conducts regular, internal, monthly webinars, inviting experts, business owners, vendors and other local partners to learn more about and share relevant HR processes, law, and trends that effect the human resources industry. In her free time, Cindy spends time with her family and enjoying the amazing offerings of the great northwest!

Dave Nesseler-Cass is Chief Compliance Officer and Director of Regulatory Affairs at Moda Health and Delta Dental of Oregon and Alaska. Dave oversees the compliance program for all lines of medical and dental business including commercial, Medicare and Medicaid plans. He is also responsible for maintaining relationships with regulators and advocates on the company’s behalf regarding regulatory policy issues. He currently serves on the Oregon Department of Consumer and Business Services Insurance Advisory Committee and has served on various other regulatory workgroups.

Dave holds a Bachelor’s Degree in Creative Writing from the University of Illinois and a Master’s Degree in Public Administration from Portland State University. He is also a volunteer board member for the American Cancer Society’s Oregon and Southwest Washington Area. Dave has worked on health insurance compliance and regulatory issues since 2005.
